Retranslation: [Having visited his true kin, the thoughts of God (see verse 23)], Moses now perceives two opposing viewpoints. One offends the other. To protect his budding spiritual unfoldment against the prevailing finite world-view, Moses strike a blow against the status quo by allowing true thoughts, or divine reasoning, to weave a structure of truth and love over him, sheltering and defending him against the baneful effects of the false beliefs of the world of confinement.

Moses did vengeance. Literally, he “carried justice,” usurping God’s place, the “place” where all action is laid. Moses resorts to his former reasoning as he has been taught in the world of confinement, limited good, limited God, and he reasons: God is not here sufficiently with these individuals and this situation; therefore, I must carry justice. Moses mistakenly believes he can kill one of God’s beloveds, and that this action is just, the will of God.
